Impact of the health policy for interdisciplinary collaborative rehabilitation practices in intensive care units: A difference-in-differences analysis in Japan

In 2018, the Japanese government introduced a health policy providing financial incentives to hospitals for interdisciplinary collaboration and specialized ICU rehabilitation teams. This study investigated the policy’s impact on ICU rehabilitation practices. Using a nationwide inpatient database, we analyzed changes in the percentage of early ICU rehabilitation before and after policy implementation. In the difference-in-differences analysis, we found that the health policy providing a financial incentive for collaborative ICU rehabilitation was associated with increasing early ICU rehabilitation rates. Our Findings are relevant for hospital administrators, professional organizations, and policymakers in other nations considering strategies to support the additional deployment burdens of early ICU rehabilitation.
