Development of the Essential Individual Care Needs Assessment Tool for Public Health Nurses

This study aimed to develop a simple yet comprehensive assessment tool that public health nurses (PHNs) working in busy local government settings can use to support individuals in the community. Based on interviews and a nationwide survey conducted in Japan, the research team developed a draft tool consisting of 21 assessment items and a classification algorithm. When tested by 57 PHNs on 1,867 cases, care needs were categorized into three levels: low (54.0%), moderate (34.9%), and high (11.1%). Moreover, 94.9% of the PHNs considered the classifications appropriate. This tool has the potential to support the training of novice PHNs and enhance the efficiency of individual care needs assessment.
